It means, roughly, "Great City of Angels, Repository of Divine Gems, Grand Land Unconquerable, Grand and Prominent Realm, Royal and Delightful Capital City Full of Nine Noble Gems, Highest Royal Dwelling and Grand Palace, Divine Shelter and Living Place of Reincarnated Spirits."
